Add Units
Place units of the type to be added in the first eligible area. Land units can only be placed in land areas, sea units in sea areas.
The number of units to be placed is equal to the turn# divided by the cost, rounding all fractions up.
Units may be placed in hostile or neutral areas. They capture the area if there are no defenders.
If there are defenders, fight a battle using the battle calculator, with the new units being the attacker.
If the attacker wins the area is taken, even with air units.
Units without attack strengths can't be placed in enemy-occupied areas.
Factories & AA Guns can't be placed in areas with units of the same type.
Assign the new units to the player controlling the area if any, or the player who started with the area.
If the new units are placed in a sea area or uncontrolled area, control goes to whoever has the closest territory.
Break ties by giving the new units to the nation with lowest TUV.
Add IPC's
Add IPC's = to the turn# to the enemy with lowest TUV, who still has a capital
Remove IPC's
Remove IPC's from the human player = to the turn#.
Territories
All friendly or neutral areas eligible except for the capital of the controlling nation.
If friendly, retreat all units in the area and the area goes neutral.
If neutral, the area joins the nearest enemy (or the original controller).
In either case, garrison the area with infantry, turn#/infantry cost rounding up.
Technology
The player should not roll for tech.
Must Build
If the must build flag comes on, instead of placing units, you must build the maximum number of units of that type. However, if enemy units are adjacent to your capital, you can ignore any requirement to build units that do not have a ground defense of at least 2.
Nations
If a specific nation is listed, use it if appropriate for the adjustment.
